The Goldwater Institute attracted national attention after it released a study that showed only 3.5% of Arizona high school students can pass the U.S. Citizenship test--a test that 9 out of 10 immigrants pass. The study's author, Dr. Matthew Ladner, appeared on the Dennis Prager radio program to detail the findings.
